Each year, during the rainy season, or shortly thereafter, one or more housing collapse in Tijuana. This is already seen as something natural. Thousands of families are "waiting list", without knowing when they reach the tragedy and if they will survive.
The reasons are several. One of them, the fact that thousands of families have settled on hillsides and canyons, inaccessible and dangerous, given the lack of flat areas on which to build their homes, and to the negligence of the authorities who do nothing to stop it.
